In theory, this is a great idea. But the cost of the scuba gear just to wait at one of the underwater stops makes it impractical.

Not true! The city worked a deal so that marine animals like manatees, eels and river dolphins ride for free. Now they just need volunteers to strap on the tanks — for only those who need assisted breathing of course — and cart them around to their downtown shopping destinations. They figure the extra business should spark the economy and hopefully pull them out of recession.
Unless you meant people, but I can’t imagine you did, because the underwater mall and safari has tunnels and airlocks duh.
